These are the weighted average of the banks' daily rates at about 10:30 (USD, GBP, EUR, JPY) of the South African Reserve Bank, against the ZAR. Each value is shown both as the price of one unit of the currency in ZAR and as the amount of the currency one ZAR buys.
The bank publishes nothing on those days. Rules that refer to a day without a publication usually mean the last rate published before it, which is what the API returns for such a date.
