Which rate is this?

These are the representative exchange rates of the Bank of Israel, against the ILS. Each value is shown both as the price of one unit of the currency in ILS and as the amount of the currency one ILS buys.

What happens on weekends and holidays?

The bank publishes nothing on those days. Rules that refer to a day without a publication usually mean the last rate published before it, which is what the API returns for such a date.
