Which rate is this?

These are the official market exchange rates of the tenge of the National Bank of Kazakhstan, against the KZT. Each value is shown both as the price of one unit of the currency in KZT and as the amount of the currency one KZT buys.

What happens on weekends and holidays?

The bank publishes nothing on those days. Rules that refer to a day without a publication usually mean the last rate published before it, which is what the API returns for such a date.
