Which rate is this?

These are the central bank exchange rate fixing of the Czech National Bank, against the CZK. Each value is shown both as the price of one unit of the currency in CZK and as the amount of the currency one CZK buys.

What happens on weekends and holidays?

The bank publishes nothing on those days. Rules that refer to a day without a publication usually mean the last rate published before it, which is what the API returns for such a date.
